Neighbor keeps feeding stray cats by the mailbox (across from my dogs yard) and refuses to use her own yard. I counted 8 today when I yelled at her again. What do?

A few years ago I visited San Francisco, and was taken aback at the thousands and thousands of homeless people crowding its inner cities. Locals were quick to point out that other US state governments apparently have policies of bussing their own homeless people away and dumping them in California, to take advantage of the Left Coast Sunshine State's allegedly relatively generous homeless aid policies.
Could we not arrange something similar for every stray cat in the universe? Relocate every single one onto your neighbour's yard. Shovel those fuckers onto her lawn in their millions. Then let's see how long she maintains her cat-friendly attitude.
